As both lost their balance, Messi’s left arm went over the England midfielder’s shoulder and neck before they fell down together. The ball went out of bounds, and referee Ismail Elfath did not blow the whistle for a foul nor pull out a card.

However, the nine-second footage does not show Messi maintaining a choking motion, applying extra force, or engaging in subsequent violent acts. The two players were directly contesting the ball and fell together after the collision. According to Rule 12 of the International Football Association Board, holding an opponent can lead to a direct free kick. A yellow card is only applied when the situation is judged to be reckless, stopping a promising attack, or clearly provocative. In this play, Elfath viewed it as a contest that caused the two players to get tangled up. VAR also could not intervene just to recommend a routine yellow card.
